Twitch plans to shut down in Korea over high network costs
Twitch, a popular U.S.-based live game streaming platform, said Wednesday it plans to shut down its Korean service in February next year due to high network usage fees in the country.
Korean Twitch users will be unable to purchase paid products after February 27, 2024, and streamers will also no longer be able to generate revenue.

Clancy said the cost to operate Twitch in Korea was "prohibitively expensive" and said the company spent significant effort, such as adjusting the video quality on the service, to reduce business costs.
"While we have lowered costs from these efforts, our network fees in Korea are still 10 times more expensive than in most other countries,"

Twitch attempted to lower its network costs by experimenting with a peer-to-peer model and then downgrading the streaming quality to 720p video resolution, Clancy said. While these efforts helped the firm lower its network costs, it wasn’t enough. The Amazon-owned streaming service said it has been operating in Korea at a “significant loss,” and there was “no pathway forward” to run the business sustainably in the country.

“I want to reiterate that this was a very difficult decision and one we are very disappointed we had to make. Korea has always and will continue to play a special role in the international esports community and we are incredibly grateful for the communities they built on Twitch,” wrote Clancy.

With Twitch’s announcement of its withdrawal, observers speculate that other platforms, such as those run by AfreecaTV Co., YouTube LLC, and Naver Corp., could benefit. Naver is scheduled to launch a new service specializing in game live streaming on December 19th, 2023. The new service will include a user-friendly environment optimized for game broadcasts, various communities, and sponsorship features.

In 2016, South Korea introduced the Sending Party Network Pays (SPNP) law, informally called an internet traffic tax. Initially, internet service providers (ISPs) had to pay each other, and then it was extended to big internet companies. Basically, the party sending traffic over the Internet to an end user (think Netflix or Spotify) is obliged to pay a fee to the telco the user is using for traffic to actually be delivered.
